In order for you to be able to get speeds remotely close to the 42Mbps theoretical, you have to be in a city with 42Mbps coverage. Most cities have 21Mbps coverage, which is probably why you got those speeds. Keep in mind, these numbers are theoretical. So in a 42Mbps- around 20 Mbps would be more realistic. In a 21Mbps- around 10 would be more realistic.
