While it may be true that one may not lawfully refuse to exit their vehicle upon order of a police officer, if that officer does not have probably cause to issue that order then any evidence obtained after that point will be inadmissible.
you only need to exit your vehicle, which is considered your property, unless you are under arrest. an officer has to even tell you FIRST why he's stopping you.

The many people who drive while talking on cell phones are a bigger problem than those who drive under the influence. Similar penalties should exist for both things. Otherwise, the result is hypocrisy.
