I heard from the border patrol (some of who are hispanic) that they believe the fires (3 of them - not just one) were started by the drug cartels who want the police & border patrol tied up with helping evacuate the cities & helping out, and not be able to patrol in other areas, so that they have free reign to bring massive amounts of drugs in.
