they need to have some cheap pvc pipes with lots of tiny holes in them running under the gulf, alongside the oil production pipes so they can pump air through them and oxygenate the water so the oil eating bacteria can digest all the oil quickly and keep all the aquatic life alive.
@RainJetSprinklers ideally you would topdress after core aerification, being sure to fill the holes all the way to the top with the desired material (sand, compost, soil amendment, etc). Problems could arise if holes are not filled all the way to the surface, or if holes are left unfilled. Long-term problems associated with not filling the holes may include increased dry spots and a less-developed root system.

So basically what they are saying is that you should NOT topdress after aerating?
