Evolution isn't the first Dragonball live movie action. It actually the second. The first one was made in Hong Kong I think and the role was portrayed by an Asian actor.

Will smith was given an opportunity to play superman in a movie and he rejected the idea solely because he acknowledge that superman is superman. So they made him a new character and the movie "HANCOCK" was made.

A majority of American cinema use Caucasian actors alot more compared to Asian american actors. While African american actors are doing well, referencing Will smith, Denzel Washington.American homegrown east Asian actors just don't seem to land on any big budget roles.
