Regarding the status of Hoenn's champion, the matter is further elaborated in the manga "Pokemon Adventures". Wallace is the true champion. He stepped down because Juan wanted him to be gym leader, and passed the title to Steven Stone, who was the runner-up. Steven then had a premonition where he dies in the Groudon/Kyogre fight (don't worry, he gets better), and returns the title of champion to Wallace.
