In Return of the Jedi, Vader did not speak with his deep voice after his helmet was removed. How's that he does it here?

We can't say why Vader has a deep voice after taking his helmet off...maybe just a fluke thing?

Huh, nice plot hole catch there. Perhaps Vader has the ability to control the voice mechanism or maybe because Luke took off the mask correctly instead of it being cut off, made the voice box automatically switch off.

That's the best I can do to for a in-story answer. Real answer is probably that the sound editors missed this fact from the films. However if you listen in the ending cutscene, Vader's voice box is indeed broken and revealing both his real and mechanical voice.
