Billions of dollars have been spent in our public school system to subsidize the costs for teachers learning new teaching strategys; wait for it ... for spanish speakers. If they don't complete the lessons they lose their credential. There are lots of reasons the city is bankrupt, the main one is illegals sucking the entitlement programs dry. When will it stop?
