Only a few characters were leveled via this bug(less than 5), it was fixed 3 days after the patch that it was put it in. Turbine probably saw it done, or it was reported from allegiance chat which I may have mentioned it in.
I'm not positive, and the poster won't admit it, but I think a commenter a few pages back had it right.
The quest rewards xp and an item. His pack was full. So, when he talks to the NPC he receives the xp reward, but the item reward fails to be given. The giving of the item apparently was supposed to flag him as finishing the quest. He's never flagged as 'finished'.
I have a feeling if the text wasn't blacked out you would see "Emissary tried to give you [item]" repeated continually.
From what I understand it was aerbex or something where you talk with an NPC and receive a sword and 1 billion experience points. If your pack was completely full you did not get the sword, but got 1 bil exp over and over. This bug was fixed and everyone who took advantage of it had their previous level restored.

this was a broken quest reward not a privet server. this was fixed and all who partook of it got banned or returned to there previous levels
