To catch the whale, you need the Angling Rod, which you can buy at Lyp at the Manillo Store. That is the only rod I've been able to catch it with, since you need to get ~30 meters out into the ocean.

Any bait other than Worms/Frogs work; personally I prefer the Hangar (L2 Minnow).

Let the lure sink to the bottom and just get good at high tech'ing, I prefer Tech 4 - 1, 2, 3 (rest) 1, 2 (rest) 1. If you end Techs before you get a bite a couple times, just cast out into a different direction.

i was able to have some decent luck with whales, they are fighters though.

i had the angling rod and king frog bait.

@kakoroto where is the best place to catch rainbow trout? I tried it at this fishing spot and only got sweet fish and trout with tech 2

@SuperSpells try the end of the other side of the bridge, thats where i got it. i used a floater and frog with wooden rod :]

Try using a Spinner or a Winder to catch a whale, make sure your in the right Ocean fishing spot because there are several :)

been long time dince i was fishing in the ocean i was playing playstation 1 version the the game havent got that far on pc yet

well there as good as the game actually is :) they are a lot better as the screen is smaller, i just had a go on the fishing game it's great :D i have something to do before i go to bed now :P
