It did more than that, it was enough to cause his legs to buckle considerably, and for his kamehameha to weaken significantly, creating an opportunity for gohan to finish cell off. Sure it wouldn't have meant much if gohan wasn't there, but the attacks piccolo and the others did barely made cell flinch, vegeta's big bang attack did more than that, it hurt cell.
