I forgot the name of this effect but I believe it was discovered in the 1800s or 1900s. first time I've seen a video of it in action though. I'm going to have to search through Wikipedia for it.
I'm guessing they thought they could make it instant by scaling the effect up in some way, e.g. multiple emitters, shape or movement of the electromagnetic/acoustic fields, power or strength of fields, etc. It would have been interesting for others to know what factors they did try.
If there is one institution the world will be forever grateful to the US for, it is DARPA (the mother of the internet). These guys are fantastic!

@skeek00 They were probably just adjusting the frequency the emitter, so it matched what ever would extinguish teh flame/
