That's because he was starting out, with all the trepidation and self-questioning a truly wise person would have to have on the road to the White House. Look at Let Bartlet be Bartlet. For the first quarter Jed Bartlet was afraid to move, afraid to be what he wanted to be. Then "breaks over" after meeting with Leo. However, Santos was probably a worthy successor to Jed Bartlet.

Somehow, this actor had a much more commanding presence playing the role of a lawyer in LA Law than he did playing the role of a presidential candidate in The West Wing.
