having lived down hwy 55 from this company i can tell you they do not sell many sleepers but always have 5-6 cars in stock at their yard waiting to be sold to what ever rail road in the world needs to buy or replace their fleet.

These machines are the new TLU series. google LMIX 435 you will see that it is listed as an under-cutter. Loram also has the KLM series machines that undercut. good luck finding and filming one of the klm or the tlu machines.
If too much dirt, coal dust, grain, sand, and other things get in the ballast, then it won't drain. Water will collect just under the track. In northern climates this can freeze, expand, and do damage to the track. It can also lead to ties having large gaps under them, where trains will rock like crazy, possibly derailing.
