I could do it right now. I have no power or knowledge to be able to do anything though. The same methods they used to take down all those government websites could "take down" the entire internet if they attacked the right places. (DNS servers for example)

In order to be proficient with a computer to start with you must have problem solving skills, not just with SOFTWARE but with HARDWARE as well.
