There could be 10-20 different control groups of those without cancer and with. You'd also have to supply drugs to the groups which are testing the drug and with cancer You have to pay those to monitor those who are taking the drugs, make the drug itself to distribute to the test subjects, and also pay both sides for their effort in the testing.
