Problem would be, then they can't avoid taxes. So yes in part it is a scam. My next point was, if hey do declare it and there's no scam then there's no point in relying on tips. Pay higher salaries and charge more.

Not necessarily, in other services it would be redundant. The tipping system is limited to specific services that deal with direct personal human interaction where being fast, having attentiveness and being polite are preferred traits. That being said, in what field are these traits most preferred? Almost any job where one is some sort of servant to another; waitress, cook, butler, doorman, valet etc. So no you couldn't "apply that reasoning to any service."

Anyway you can take as much time as you want trying to fine tune the criteria to match exactly the services in which you are used to pay tip. But as you'll see for instance, in the UK you pay tip to waitresses but not to hairdressers. And in Japan or Australia you pay no tips at all. And all works perfectly well in either place.
