However I’m not bold over by the lack of insurance, most of us aren’t very wealthy to be able to repay should damage occur to someone or their property and the criminal courts do not hand down sufficient sentencing to people who wholly cause hurt, loss in traffic accidents.

If he says i am not that 'Person' ie Legal Fiction - the cops cannot do shit. The Fine will be imposed based on the Road Trafiic Act which is enforced on the Legal Fiction not the sentient living soul.

He can ask to have the ORIGINAL fine not it copy - they will NEVER do that. Then he can ask for a CONTRACT between them and so on ......
