They are taking measures to slow the rate but its too little too late. These measures will also drive up their currency value cutting into export profits. However it is VERY worrying to see a country as big as the USA pulling back in education and technology - but unsurprising given many Americans believe in bible creation myths over hard science...I hope this can be reversed and the US moves forward again.
