Uhh... It's like a mini podium. If the venue is big, the vocalist sometimes stands there to see and be seen by the people at the back.
O-WEST is not that big compared to other venues....
Oh wait, I know. Most lives in Japan have around five to eight bands participating so I think it's like an identifier or something... especially for people who don't know the band performing on the stage. The first reason also makes sense but this one seems like it.

I would guess it's bacause you're generally unfamiliar with Japanese metal. At least I would hope so, because this doesn't sound anything even remotely like Saku.
