The conservatives were pissed that Bill Clinton humiliated Bush senior, that he won with just 43% of the vote made it worse. They spent the next 8 years trying to destroy the Clinton's, culminating in impeachment.
When the 2000 election came around, Bush won the presidency after losing the popular vote because of a supreme court decision, which pissed off the Democrats.
It's a longer story than that, but basically those events are what led to the partisanship and divisiveness we see today.
