With analog radio if you troll a couple of times in a public place your likely to get away with it. But continuous use can be tracked with direction finding. The famous brazilian satcom pirates got caught. There was also another case of someone who got prison in the US for jamming marine distress, police and fire frequencies.

I assume you are receiving the outgoing freq. that is 255.550mhz. But what frequency is the incoming tx they are transmitting on.?! are they on ghz using huge dishes or lower band?

Brazilian pirates. They use this frequency almost all time, I think 255.550 is a kind of central frrequency where they always stay in QAP.
