I kind of agree with Phantomthemilfhunter, but not really, at the same time. The police have the right to clear the public street for traffic and to contain a crowd so that it's easier for them to control. And the rioters were definitely overstepping the established boundary. However, for the police, I think shutting off the sirens and using megaphones would have been more effective; running people over doesn't solve anything, especially without warning or explaining intent.
