I'm guessing that Ace is trying to measure Luffy's height, who probably got told by Shanks that he would be taller if he stood on his tippy toes or something silly(Which is why he's laughing cause Luffy probably fell for it), and then Ace noticed and crouched down about to yell at him for standing on his toes

Dragon is ace's father but he just chose to use his mother's name Portgas as a show of love and loyalty.. He hates dragon because he abandoned them both from what i read...so yes Dragon is trace's father
