@SLuMberMoOn7 It would have taken place as the foursome were in the Haunted Forest and before the Witch sends out the monkeys. You can tell because when the Witch orders Nikko (the chief flying monkey) to attack, she assures them that she sent a "little insect after them".

Buddy Ebson was the original Tin Man till he was seriously sickened by aluminum dust that he inhaled when it was used in his makeup, and because of that, he was replaced. However, he pre-recorded his vocals for "The Jitterbug" before that happened, and that's his voice you still hear, saying "It's a whoozis!" and "Whozat?" in this audio track.
@whippersnapper101 They actually deleted it because the director of the movie wanted to make the movie something that could be enjoyed by ever generation, and he felt that this song was too representative of the time period. So that's why it never made it in the film.
@issylunar001 Back then, film of deleted scenes was considered garbage, so it was usually thrown away. Now, it's considered valuable. All this footage is just home videos from off camera.
My school is doing this musical, and this is one of the best scenes. I play Glinda, and I love peeking out and watching this from backstage.

i love this song!! this was in my all school musical! i was a munchkin! and citizen of oz. this was my favorite part. i learned the dance too!

I think they thought it was too light and happy (remember, the whole "Witch's Castle" part was very intense and emotional. That's why they cut it.
