It works on any level and any character, if that's your question. And yes, assuming the character's skills are completely unlocked, just equip musou+ weapon skill on both weapon 1 and 2 (it stacks). You have to unlock the musou+ weapon skill for equipping by usage (or through the weaponsmith guy in chronicle mode towns) to fill the meter first.
