If you want to get technical, they are Vespula vulgaris - the common wasp. Not a hornet (Vespa sp.) and only known as a yellowjacket in North America.

That's not that unusual. I've seen them make nests behind the door which leads to the gasoline tank on cars. I think they're attracted to the fumes, even though if you splash them with a little gas its game over.
