That isn't a confirmation. It an analyst speculating on a rumor. Walmart selling the iPhone is confirmed. The $99 price, not.

If they sold a 4GB for 99$ (which they won't, nor will they sell at Walmart for very long), that would be the AT&T subsidized price, retail would be 600$ish and no, they wouldn't sell you one unless you sign a contract or are replacing one on a current contract.
