Bring the military in to bring the citizens under your control? But if that happens, you'll be cutting troops out of the war and your enemy will take full advantage of that. To add on, the reaction of the "international community" will be to take even more action against you.
Also, who will remember that "honor and pride" that you "attain" after nuking your own country? The only thing that an individual will remember of you are the stupid and bad things that you've commited, like nuking your homeland.
