@tenthousandyearsgoon Yes, you're right. But Brahma is also guna avatara of rajo guna, and he's not worshipped on Vishnu tattva platform. The sastras that describe the oneness of the different manifestations of the Supreme also describe the duality of those forms. Lord Siva is not accepted as Vishnu tattva. He's not jiva tattva either. He has a special position indeed. But not equal to Vishnu tattva. Like we don't worship Buddha & Parasurama because their not being Vishnu tattvas.
