Israel made its nuclear weapons in secret, of course it thinks the other do same.
IAEA and NIE told that Iran is not developing nuclear weapon.
A part of NPT agreement is that the member can develope peacefull nuclear programs.
Only four countries in the world have not signed NPT: Israel, North Korea, India and Pakistan.
