Ok! I did some research and yes they were building one but it never got finished.
I am partially right in my claim that they didn't have one because it was still unfinished when it got scuttled.
So yes ,an uncompleted superstructure does NOT qualify as a ship.
They wasted the steel needed to complete in in building U-boats instead.

I think it would be able to cross most rivers, and im sure it would have had a lot of Anti-Air. As it would be using a Naval gun it would most likely be prety far behind the front line. But yea, 1000tonne and 16000hp horsepower engine with 36cm Armour.
