You don't need a massive catastrophe to reduce populations. 2 surviving children per couple is the replacement rate: if couples started having 1.9 children on average instead of today's 2.3(?), that's a significant reduction that would get us down to 3bn in 10 generations, easily.

But that assumes huge reductions in global fertility rates, which will only occur if there are massive market liberalizations in Africa, S. America, Indonesia, China and India. I seriously doubt 2-3 billion will happen without some massive disaster.
