I'd say this is more of a "best horror movies" list, not a "scariest horror movies" list. There's a definite difference. The Silence of the Lambs is on of the best movies of the 90s, and probably one of best movies of all time, yet The Texas Chainsaw Massacre is definitely scarier, even if it's the inferior film. Oh well, they're all very good (except for Saw!).
