Obviously she is lip synching but before anyone bites my head off for saying so:

Lip synching was huge in the 90's. Madonna always sings live on tour but she was more prone to lip synching when she performed like this. I don't blame her either. The songs on Ray of Light are very difficult to sing well (even for her).

And why shouldn't she be allowed to lip synch? The CD is proof that she can actually sing like that and after all Madonna has done I think she deserves to lip synch even a little!

At the same time, however, there can be no doubt that the string section that we hear (on the record) is a real, traditional string section -- used to great musical effect here, alongside the mostly electronic instrumentation. A great combination.
