well if you cant find a vacum line hanging around then you probably just lost the litle cap that slides over the nipple.
that oil cap looks ok? if it sealed it would be dry. replace the whole thing. new cap and seal. and check your PCV oil seperator trap. if you never done it, then replace the whole thing. check ipdusa.com for parts. and yes. that is probably why your dip stick is blowing back.

Vacuum line doesn't go anywhere. That's called your vacuum tree and you are supposed to have little rubber pieces that slide over the extra nipples.
