Could Cups (King, Queen, Knight, Page) represent people born under water sighns (Cancer, Scorpio, Fishes? Swords - Fires and ect.? If yes, then is Wands - Air and Pentacles - Earth?

For example: a lady is a natural brunette but colored blond or grey now with green(blue or dark eyes) what Queen I have to choose to represent her? And very old lady/man what card would be?

And often person is blond but has all qualities as a Queen/King of Swords for example what do I do, still take her/himas Curs or choose Swords , just example. Little confusing for me. Thank you. If you have time.
