lets say , hypothetically, you have a shotgun with a 26 inch barrel. and you decide that 26 inches is much too long and the gun was cheap anyways (rem. 870 20 gauge). could you LEGALLY saw the barrel down to 18 inches or 18.5 inches (to avoid measuring errors with police)???

The minimum you want to go is 18.5 in. since that is the shortest barrel you can buy, it is that length in case of a dispute. As long as you have the proper tools, I say go ahead.
