The sasanids are offcourse also Persian. But the Seljuq are not Persian, they are Turks who adapted our language and culture.

Second Empire was called German Empire "Das Deutsche Reich", ruled by the Kaiser, German word for Emperor and was recognized as such by all nations.
Third Empire was called "Das Dritte Reich", aka Third Reich, it was a Geopolitical Empire, ruled by a dictator.
Difference between a dictator and a Kaiser or Emperor is, one of them goes through a coronation process.
British Empire was ruled by a King.
