I agree totally, but you gotta remember although Starscream has grandiose plans of leadership Megatron knows he's a bit of an idiot and doesnt really generate much threat. Soundwave on the other hand is hardcore loyal. Probably the most devoted of Megatron's minions.

From everything I've seen in the old Transformers series and the old movie from the 80's (which Starscream got wasted) only showed him to be a weakling with huge ambition and always looking for the right moment to put his plans into motion cause he could never over throw Megatron.

You might be able to argue Starscream is stronger in the newer series that have nothing to do with the original story line but that's not what is being shown in this video.
