The reason it does that is because he has bad graffics and they are very low which messes up the game. All you need to fix it is to get a better video card

@bobdabuilder167 No, if you download the game (this guy did) from a R* rip, your map will be messed up like this.... If you tune the graphix at all, it will only be worse....

heh if you think thats good quality then you should try check final fantasy advent children made in 2006 but best quality i have ever seen of course it isnt fair to compare it too this since Adven Children is from Japan no one can beat them

actully i bought GTA4 for PC and it works fine,no install problems,graphics arnt glitchly like that on mine and runs smoothly,perhaps going in the options and increase the detail range,that may help with some of thse graphic glitches

This video doesnt have any graphical glitches. Rockstar just ported the game so well that noones computer can handle the awesomeness of the game.
