Pretty much the only laborers in WSDOT are for maintenance and emergency response. All others are for quality control and design, ergo inspectors, surveyors, and engineers. Which to some may seem like a "waste," but if there was no quality control, there'd be a substantial amount of sub-par work and shady shortcuts made. Until you've actually interacted or have done research, avoid speaking out.
I don't think beaman's complaint was of the WSDOT workers, but rather of the poor design of the interchange. Traffic design was still in its infancy when a majority of the interstate system was designed and built in the 50's-60's.
It WAS a poorly designed interchange. We'll see how that all goes when this one is done. I'm sure it will be a bazillion times better, but full potential won't be realized until they complete eastbound viaduct, too.
