If you weren't aware the reason people are standing around for the first 1-2 shot(s) is because sometimes when something sounds like a gunshot someones hitting a metal object or a garbage truck is picking up a huge dumpster. I hear similar noises every other day but its a gunshot like 5% of the time. As for the people still standing around they're probably used to it and know how far they are from the shootout.
