I'm not knowledgeable on all of the details, but there is video footage out here on YouTube from a house show with DiBiase being billed as the WWF Champion with the belt around his waist. I'm thinking it was after Andre "sold" the title to him after defeating Hogan for it via the Twin Refs at SNME, but before the title was vacated, setting up the tournament at WrestleMania IV. Regardless, the short reign is never recognized as official in the WWF/E canon.
