That's perfectly legal and the NYPD should be encouraged for ticketing people who are blocking the intersection. There are plenty of dirty NY cops. Videotape them doing something. That's what you need to expose.

Let me explain the traffic agent. Traffic agents consist of mostly blacks, hispanics, indians and some jews. From elementary school to high school they were picked on and bullied. They lack education so they can't own their own business. They have no balls, so they're not going to to be a real cop, fireman or paramedic. So they say what can I do that requires the least amount of work effort and will give me a false sense of authority? I'LL BE A TRAFFIC AGENT!!!!
