i only can call people who have registered xlite and opened up

but when i type my phone number +31684627766 Netherlands

and press the dial button the call goes till i hear piiiieep pieeeepp and i hear you cannot dial this number or this number is unavailable please try again

Any reasons?

Plz i need to call people and dont like paying for it :-)
