If your using the PC version , you will have an recorder from the game itself. You dont have to take fraps etc. About the 22sec problem ,

It should work without any problems , perhaps poor specs ?

Try google instead.

To play on the computer can you use your 360 disc in the comp?

Nah.. you a gta iv ''pc'' disc in order to install and play the game. Pc is better (if u got a pc that could handle gta iv) .. anyway it is better cause u can play online for free and u could play with 32 people and not 16 like xbox360 or ps3

can you click a 360 controller into the computer to play off of that?

Just use the xbox360 controller (with usb cable) put it in youre pc and let in install. It should work fine.
