I'm not quite sure if that's possible on veteran as I believe I did try it once and received a message saying something like "Veterans only get headshots."
Recently I played this mission again and actually managed it in like 5-6 tries. I guess it's up to the strategy you use but even then you have to be lucky to succeed.
Anyways if you have a look around youtube you'll notice that I'm not the only one who thinks this isn't easy.
