its not. the cooler is actually the stock intel one (which does suck) the fat thing on top of it is the fan duct which is directed at the vent on the side panel so that it draws in cool air from outside the case.

What are you talking about, it has a cooler, you see that black box on the bottom of the card, thats it. All though it is a piss poor cooler.

Its actually a pretty good cooler for a value card. I have the unrebranded 9500, it has a similar cooler, and my card never goes above 60C, even overclocked to about 700MHz. Pretty good for a cheap ass card.

What you heard is wrong, no GPU has even gone over the 2Ghz mark yet and recent video cards have only gone up to two Chips per card, all though Nvidia has a 4 GPU card they have not released yet.
