Most are non-combat personnel. However, they're all doing work that should have been done by the military. Any normal army has a lot of non-combat staff, from mechanics and engineers to kitchen staff, the U.S. is special in that they privatized most of it. It doesn't necessarily create instability, but it does create a need for war in order for firms to make money.
